We draw your attention to the fact that, on 23rd April, 2018, the Conference will be preceded by the 2nd International Scientific and Practical Seminar “Preparation of Scientific Journals for Promotion to the International Space: Scopus Recommendations”, which will be held by representatives of Scopus (Elsevier Publishing House) and experts of the Scopus Content Selection and Advisory Board (CSAB). Participation in the seminar is free of charge.
The first seminar was held in 2017 prior to the 6th International Scientific and Technical Conference “Scientific Publication at the International Level – 2017” and was found very useful by the participants. In order to participate in the seminar, it is necessary to complete the mandatory free registration on the site conf.neicon.ru. Additional information about the Seminar will be presented on this same website.

The Conference and the Seminar are held with the State financial support allocated for the implementation of the project “Support of Programmes for the Development of Journals with a View to their Entry into International Scientometric Databases” within the federal target programme “Research and Development in Priority Areas of Development of Russia’s Scientific-Technological Complex for 2014- 2020” (Activity 3.3.1 – Phase 4 – 1), State Contract 14.597.11.0035.

The aims of the conference are to facilitate and discuss approaches for solving tasks set for the responsible party by the Ministry of Education and Science of the Russian Federation and other stakeholders, including:
– improvement of the quality of Russian scientific journals included in the international scientometric databases of the Web of Science Core Collection and Scopus, and the expansion of the presence of Russian scientific journals in these databases;
– encouraging Russian researchers to publish high-quality research results in Russian scientific journals included in the indexing databases;
– development of Russian scientific journals as national information channels, allowing the presentation of scientific achievements of Russian and foreign scientists to the international community;
– raising the qualitative level of Russian scientific publications by attracting respected Russian and foreign scientists to active participation in the editorial and publishing process, the use of modern technologies, the observance of ethical principles of conduct by all participants in the publication process;
– increasing the authority and influence of the Russian scientific information and publishing sectors in the world community, integrating Russian specialists into the world professional editorial and publishing community.

The international conference will end on April 27, 2017 with the annual General Meeting of the Association of Science Editors and Publishers (ASEP). Participation of ASEP members in the General Meeting of the Association is free of charge. Registration for the General Meeting for ASEP members not participating in the conference can be made at www.rasep.ru.

Participation in the conference is open to all editors and publishers of scientific journals, heads of universities, scientific organisations, research scientists and other representatives of the scientific and educational community of Russia and CIS countries, who are interested in improving the quality and achieving the prestige of Russian publishers and journals at national and international levels.

Invited presenters will include heads of Russian ministries and departments, Russian and foreign editors and publishers of leading publishers (Elsevier, OUP, Pensoft, Springer, Taylor & Francis, Wiley, etc.), creators and managers of Web of Science and Scopus international science-based databases, representatives of foreign associations and resources (EASE, COPE, OASPA, DOAJ, ORCID), creators of educational and editorial international platforms and companies (Editage, Enago, Edanz) and other representatives of the scientific and publishing community.

We invite all conference participants to make a presentation!

In order to make a presentation, it is necessary to send an application and provide an electronic version of the abstract or a full report for publication in the conference proceedings. Requests for topics, presentations and texts of reports should be sent to the chairman of the programme committee: Olga Vladimirovna Kirillova at kirillova@rasep.ru.
According to the terms of the conference organisers, presentations should be provided 3 working days prior to the conference.

The materials of the conference will be published in the Collection of conference materials, which, like the collections of the previous two conferences, will be presented at the RSCI and placed on the elibrary.ru platform.

The Programme Committee is entitled to scrutinise and reject reports that do not correspond to the topic or the level of the conference.

Conference languages: Russian, English (simultaneous interpretation).

The exhibition “SCIENTIFIC JOURNALS AT THE INTERNATIONAL LEVEL – 2018” will be held within the framework of the conference. The exhibition will feature the most authoritative journals of the conference participants. Publishers and editors will be able to demonstrate their achievements in raising the quality level of their journals.

Following the conference, presentations and video recordings of the lectures will be presented at the site conf.neicon.ru (with the consent of the authors).
