NEICON Сonference-2016 «World-Class Scientific Publication: Publishing Ethics, Peer-Review and Content Preparation»

The 5th International Scientific and Practical Conference was held under the state financial support allocated for the implementation of the project “Development and Implementation of Demonstration and Promotion Tools of Research and Technological Works and Achievements in Science and Education, Stimulating the Formation of a Positive Assessment in the Light of Current Processes in the Field of Research and Intellectual Technologies” within the framework of the Federal Target Program “Research and Development in Priority Areas of Scientific and Technological Complex of Russia for 2014-2020″.The Conference intends to continue and expand the topics of previous 2013-2015 conferences. They cover the issues of creation the conditions for publishing of highly rated, reputable, peer-reviewed scientific journals in Russia and the CIS countries and their integration into the international scientific and information space. What are the requirements and criteria applied to journals, reaching the national and international levels? What are the main mistakes that journals make in preparation for inclusion into global citation indexes? What regulations should control the activities of the founders, editors and publishers in the preparation of journals, and be the basis for the unification and standardization of this activity? Which bodies and in what way they should record the print and electronic publications? What are the functions and tasks of the Russian National ISSN Center, established in 2016?
What will be withnewly compiled list of Higher Attestation Commission journals? How a new database of Russian publications – Russian Science Citation Index – will develop?

At the plenary session and in discussions, leaded by experts of Scopus (Elsevier), representatives of Elsevier  S&T, representatives of Thomson Reuters Company, LLC E-Library and other participants of the conference the following topical issues will be covered:
– How to be included into authoritative resources, and thus get high recognition in the scientific community;
– What special and universal databases and platforms may be considered as authoritative and most popular abroad, to use them to get a wider journal visibility;
– How to recognize databases with fair policy and  serious publication assessment requirements and unfair resources;
– What solutions do offer the Russian Expert Council and Scopus heads and experts to optimize the process of Russian journals preparation and inclusion into Scopus;
– What solutions do offer the newly  created at n  Web of Science platform databases.

Special attention was given to some issues at the parallel sessions. These topics included the problem of distortion of the open access model, that has led to skyrocketing of unscrupulous publishers and intermediaries, that are mooching on the field of science and doing business publishing paid not peer-reviewed publications.  This topic discussion was leaded by Mr. Jeffrey Beall, an American librarian, a well-known fighter with unfair policy of free access journals and publishers.

Ethical issues of editing, publishing and research activities are hot topics today. Plagiarism, falsification, fabrication, deluxe authorship in scientific publications, concealment of conflict of interest and other issues related to the ethics in the preparation of articles and journal publishing, are the basis for the purity of scientific research. This topic is close to the issue of the unfair policy of open access, but there are aspects related to the publications of any business model.
